You can make over points worth of a crimson slaughter army for the relics just by taking models as they are, with no marks, and with models to spare you will use only one or two of the "team leaders" after all and it will even be a decent, well-balance casual army.

With some conversion works mainly guns and good mark choices, you can even make it into a good army in general not top tier turny army, but a good army After all you can keep modifying some dude as long you got weapon bits to get more special guns around. Not good for splitting, but good enough if you just want to get chaos If your friend just wants to "get an army" and does not really care what army, there are better starting paths out there than DV for DA. Not much to add, I think half a DV is a very good start for Chaos, you generally want a few big models like a Hellturkey, or two. So you would get those seperately anyway. You should decide on where you want to go before going e bay. I would want plenty more cultists, others want plenty of marines I actually use the DV Cultists as Pink Horrors now, they make up the two big units that start on the table and get the Daemon summoning going.

The aspiring champion model is definitely a better stand in lord than Krannon-not that his model isn't cool and all, he's got Loki Horns, but I feel about Capes and Powerarmor like I do about Robes and Power Armor But the cape and the crazy magical looking sword and again, Loki horns are more indicative of a Sorcerer than anything.

I'd use the Aspiring Champion as a cheap Lord, and I'd want to potentially the chosen as a CSM squad marked, Nurgle, naturally - although the weapons don't really suit this sadly.

And, as aforementioned, you could utilise Kranon as a Sorcerer. It's hard, but that would at least give you some foundations to start with. I do think it's hard - realistically, the only thing that's properly usable are the Cultists, if we're being honest.

Well it is indeed an option but I would prefer it to be "loyalist free" as much as possible. In this way all models are used, the cultists are strong and resilient due to the Helcult formations, same goes for the Helbrute. The Land Raider is filled with Lord and his Chosen in order to deliver them on target and avoid the cost for Berzerkers, Juggernaut, Spawn The rest is filler with either some ranged support or some Maulerfiends.

It should readily escalate for all the point ranges. Land Raider is a bit of an odd addition if I'm honest - is it purely a delivery mechanism for the Chosen and Champion?

You suggest it is - but that's just extortionate at most levels anyway. Better to utilise a Rhino, and spend the points on say a Heldrake or anything else? Perhaps that's just me thinking too competitively - I cannot justify that sort of points outlay for a squad with a rather eclectic set of weaponry. Either for the squad or for the delivery system.

I've found Allies of Convenience can be more of a problem than a help. Tried it with a gunline army and all the allies did was clog up the lanes of fire, making the army less effective as a whole.

Other forums put the chaos force at and more for the dark angels. Chaos is quite outnumbered in the box, cultists are total fodder for trying to get the cc marines into something. There is so much plasma in the tactical squad alone that they can take down the hellbrute. No, as the OP says there are some initial scenarios in the box that you can play. It's just that there are no point values given for the new Chaos models, so until the new dex comes out next week you cannot run them in other, point-balanced lists.

My copy of the last edition's starter scenarios is in the attic I think — can anyone remember if they had point values too, or if they were also just a few preset scenarios? Chaos force is about points or so in the new book. About fifty to a hundred more using old point values for Chaos marines and Dread. DA force based on old points is or so. This might change with the new DA book when it comes out.
